Bug Description
Eucalyptus-cc rootwraps /usr/sbin/dhcpd3, probably setting up the environment to answer instances. Unfortunately, we are missing a Depends on it. Even more, I am not sure if we should be using dhcpd3 anymore.

The last line is repeated many times; other errors are also logged, probably consequences. No instances succeed on start.

Indeed, this needs to be changed to /usr/sbin/dhcpd (from isc-dhcp-server).
