Better default logs in Ubuntu Server

Ubuntu Server should have comprehensive logging by default. Currently logs provide almost exclusively two things: service information and error information. There is no record kept of system information, even though the cost of keeping system information is low. It is impossible to reconstruct log information in retrospect, so this has to be enabled by default. With this approach, administrators can have the confidence that Ubuntu is accumulating the answers to questions they haven't thought of asking yet. This is cheap to provide because disk space is rarely a problem, log files are compressible, logging can be rate limited, and we can choose things to log that are unlikely to go wild. (Note: logging should not be confused with monitoring.)
