Packaging of Prism applications

How do we package Prism applications?
a) Lots of binary packages. How do we prevent a flood; do we accept any image?
b) Cross-distro solution. Do we create some new repo (something simple, doesn't need anything complicated) which hosts packages consisting of a .desktop file and an icon, and write an application to manage them (both at system-wide or at user level)?
c) Other ideas?
