Make GNOME applications aware of network changes

Applications should listen to NetworkManager events and disconnect (go to "offline" mode) and reconnect on interface teardown/changes. We need to investigate and fix the most common and installed-by-default applications for this.

2009-01-30 pitti: This is essentially an umbrella for particular LP bug reports, thus it is okay to not be in the standard spec format. KDE bits are entirely unresearched/undiscussed, and should rather have a separate spec (or just bug reports, for my sake), in order to keep the work amount for of individual blueprints, as well as different assignees tractable. Approved.
