Efforts like SpreadFirefox.com have show that grassroots marketing is a very powerfull way to popularize an open-source project.
A similar site should be created to help spread Ubuntu, providing a large collection of banners and motivating ubuntu fans to place them through affiliate link counters, and other things like blogs where they can help thinking about how to best spread Ubuntu, etc.
