Use PEP 3147 to eliminate symlink farms in py-central/py-support

PEP 3147 has landed in the py3k trunk (what will be Python 3.2, which is not released until after Maverick). Should we back port PEP 3147 now to gain the benefits if we're including Python 2.7 and 2.6 in M? This would also entail adopting new Debian support for this.
