/home as separate partition by default

Registered by Robbie Williamson

Re-registration of https://blueprints.edge.launchpad.net/linuxmint/+spec/partitions

"Basically, on new installs for newbies and gurus (who need it). On an initial install, three partitions are created. The first one is the OS. The second is user data. The third is the swap file. That way if something bad were to happen to the OS, the OS can be reinstalled without deleting the user files."
