Move liblaunchpad-integration upstream

Most of the desktop packages contain a patch to use liblaunchpad-integration. This gives them menu entries in the Help menu to allows users to report bugs and get more information on a package via Launchpad.

This code is Ubuntu specific and requires us to maintain a constant delta from both Debian and Upstream.

Goal is to provide patches to GLib and GTK+ to provide this functionality then provide patches to upstream GNOME projects.
