Easy way to modify the CPU's vcore

We strongly need a easy way to modify the cpu's vcore in order to reduce power consumption and noisy fans specially in laptops. For example, on windows I can modify the vcore of my Pentium M to 0.70v (and all other voltages depenting of the frequency) using programs like RMClock, so, the fan never turns on, and my battery life is 1h longer than under linux. Please, help me to use Ubuntu even outside the power connector!
