Provide an RSS feed of approved and failed package uploads

The -changes announcements are ideally meant for human consumption but some people parse the emails to produce an RSS feed of uploads to Ubuntu.
It would be far better to generate the RSS inside Launchpad. As a bonus we can provide a feed of failed uploads.
PPA owners and users may also benefit from this feature.
