Language Glossary Links

This specification defines information we need to store per Language to enable us to point to external glossaries and other resources for the language. Specifically we will store:

 * a link to an official Rosetta glossary for this language. Again, this could just be a wiki page, but if people like the WordForge folks get proper glossaries up and running then we could point there
 * a page in the Ubuntu wiki which discusses the language and lists additional resources and information that may be useful to translators. While this could be any page, we will make it by convention a page called wiki.ubuntu.com/Languages/$Language.englishname. That page can describe font configuration for that language, as well as describing relevant resources such as dictionaries, conventions, standards etc. The rigorous naming convention means that we don't have to store the URL in the database, it can simply be calculated from the existing Language.englishname
