Import translation templates from branches: UI changes

Provide UI changes to set translations import from branches options in each ProductSeries (i.e. NO_SYNC or TEMPLATE_SYNC). Depending on the options we should use default series branch for extracting POT files from.
Provide instructions to set "uses code hosting" and "uses translations". This branch doesn't cover automatic generation of POT files.
