Automatically regenerate POT files for certain branches

Launchpad should be able to automatically regenerate POT files for project Bazaar branches being hosted in Launchpad.
We should support at least modern intltool and GNU gettext layouts which can be detected and fully supported by looking for po/Makevars, po/LINGUAS and po/POTFILES[.in] files.
