Resource providers: Standardize extra specs

We propose to standardize the Flavor extra-specs free-form key/value dictionary and compute node capabilities configuration data into a system that is easily querable and filterable via database queries and relations to the resource_providers modeling
Part of this standardization process entails exposing a REST API for querying, creating and modifying the capabilities that are exposed by the deployment. This REST API would be published from the top-level API database (not the Cell database).
