System status page

Launchpad users should be able to see, at a glance, the current status of the service.

Similar to the system status pages provided by ISPs, this could use a traffic light system (green = all good, yellow = reduced performance, red = problem) and be divided along internal systems lines or by Launchpad application.

A summary of any current issues would show that we know a problem exists and reassure users that we're working on a fix.
