Deliver to certification requests based on the agreed SLA

Previously our internal SLA has been one (1) week from receipt of hardware, per https://wiki.canonical.com/UbuntuPlatform/hwcert-process -- should this be reviewed? I believe we have communicated 2-3 weeks externally as our SLA.

* tests required to pass certification (Consumer Test Spreadsheet)

We still need:
* formal internal SLA definition and agreement
* formal externally communicated SLA
