StatusBot: @seen functionality

Similar to the @seen functionality in SupyBots, having such a feature would be nice.

Output would be similar to this depending on what is sent to the bot:
<+TheEvilPhoenix> @seen TheEvilPhoenix
(ID+)<ngxbot> TheEvilPhoenix: TheEvilPhoenix was last seen in #nginx-master 4s ago: <TheEvilPhoenix> erm

<(ID+)ngxbot> MTecknology: (seen [<channel>] <nick>) -- Returns the last time <nick> was seen and what <nick> was last seen saying. <channel> is only necessary if the message isn't sent on the channel itself.
