astara-horizon mitaka updates
Our horizon panel still only knows about routers. It should be extended to support rebuild/updates/etc for LBs and other things that aren't routers. Ideally, this should be done in such a way that adding new advanced services in the future is trivial and does not require copy/pasting code.
