Diagnostic tools for networking

I'm not sure if there currently is any diagnotic tools with a graphical front-end for Ubuntu, but if there isn't, I'm sure it'll be a welcome addition to Ubuntu.
Things like connectivity tests, the ability to reset networking hardware (automating things like the up and down commands in ifconfig), resetting networking in Ubuntu and the such would be good features to include, and should cater to casual users and networking buffs alike. It could be an extra part of Network Tools or a feature of Network Manager.
Hopefully, it should be able to allow users to quickly resolve any networking problems they may have, or to diagnose their connectivity issues and make changes elsewhere.
